Nineteen of the Russian's 21 victories have been earned on hardcourt
A comeback Medvedev won his maiden title for over two years with a win over Frenchman Moutet in the tournament championship match.
The athlete, a former number one, has endured a challenging year, managing just one win at the big events and suffering a meltdown at the US Open.
The player's varied form on the tennis tour - and struggles with his serve in especial - led to him dropping out of the top ten and ultimately parting ways with former coach Gilles Cervara.
Now working with Johansson and Rohan Goetzke, the tennis star has steadily progressed in the recent weeks - culminating in a hard-fought 7-5 4-6 6-3 win over Frenchman Corentin Moutet.
It is the player's initial trophy after the Rome competition and first on a hardcourt from spring of the previous year.
The win also indicates he has secured 21 championships at 21 various tournaments.
"This marks the first occasion I have attended a tournament with my both daughters together, so to win a title is really nice," stated tennis professional Daniil Medvedev.
"This championship is in tribute of my child Victoria, because the first title I got when my older daughter her name was born was for her."
Medvedev, the 2021 US Open champion, had been defeated in his previous six title deciders, featuring in Halle previously this season.
Medvedev's counter-punching approach and regular reactions on the tennis court had caused observers to question if his ability to play at the top level was finished.
However the athlete has made changes in the last few weeks, striving to come to the net and perform positively, backed up by an improved service.
Medvedev fought back from a break down in the first set against the challenging Frenchman, taking 4 of the last five points to take the lead.
Both players traded service breaks in the following set before Moutet, bidding for his maiden professional victory, gained dominance to force a final set.
The opponent defended four early-game break points in a tight deciding set before the Russian secured a break to 15 to close out the victory.
Suitably, Medvedev earned the title with a shot at the front of the court, with Moutet failing to handle a return after a lengthy match.
